I wanted to follow up with this post. I am not sure what changed (maybe subsequent restarts of my computer?) but the scrolling speed modes do work now. I have no idea why they would have appeared to have no change before but do now, but at least I am able to get it to work as expected.

Now as I am trying to configure all my regular applications, I'm realizing that Firefox has no response whatsoever. When trying to select it from the list of apps it did not appear. I manually added it, but still no response from the 3D mouse. Any suggestions?

Scratch my last message. I must have messed something up in my testing. It looks like swapping 3D Mouse Tilt Forward/Backward functions work like I would expect it to.
