3DxManuals.exe is a managed program (C#) with a digital signature. This means Windows will do an online security check to determine if the digital signature is valid (certificate revocation check). We have some additional details on this post.
The 3DxManuals.exe currently only loads PDF documents from the local disk but we do plan to eventually retrieve the latest documentation from a server over the Internet.
We do not recognise that IP address.

Exactly. That's what we expected but we have not way of knowing just from the IP address: the same domain name may resolve to different IP addresses depending how the machine is connected to the Internet.
For example, as I write this, ocsp.digicert.com appears to resolve to 72.21.91.29 in North America, to 93.184.220.29 in Europe and to 117.18.237.29 in Asia. But relying on IP addresses alone is misleading since providers may reuse the same IP address may be reused in different locations to connect to different servers (say like the 8.8.8.8 or 1.1.1.1 DNS servers)
Note that 3Dconnexion uses certificates from multiple vendors, not just DigiCert. See the digital signatures of the self-extracting package of v. 10.8.2 of 3DxWare 10.
