Is there any option to enable this device for use at the W10 desktop (without editing XML files)?
Are there any options to define comands based on movements (not just how fast or activ)?

There is no GUI help for this. You need to edit the cfg files.
I assume you are referring to doing things on the Axes. The Buttons don't detect how hard you push them (good idea though).
You can divide up Axes to do different things depending on how hard you push on them. E.g., 0-200, 201-350. It's not smart enough to skip over that 0-200 Action though if you only want to do the higher value Action. It could be used, e.g., as 0-200: UpArrow, 201-350: Shift+UpArrow.
Other than that, you would need to write code to do something more fancy.
