Dissable profile changing

I'd like to disable the change of profile based on application and application mode (IE fusion360 sketch vs solid). I'd like the same button and navigation settings all the time. How can I do this?

From app to app (e.g., F360 to Windows Explorer), or from F360 Solid mode to F360 Sketch mode? Or both?

You never want the button assignments to change? Always constant? Or just constant in F360?
