I want to remove the rubber covered hand rest and buttons from the device body.
This way I could clean the sticky rubber off the surface without damaging the rest of the device.
Is it necessary to remove the screws under the label and rubber bits on the bottom?

Well, to remove the keyboard buttons, you just need to find a plastic slice to insert into the gaps slightly to let them pop up, it won't damage the buttons.
As for the controller cap, it's not so easy without hurting the plastic cap cover, so not recommended to remove it.
