Axes Configuration

I am having issues when I try to configure the Axes for applications that are not 3D Modeling.

I'd like to use my Space Mouse Wireless to scroll, zoom, and pan through Adobe Acrobat PDFs. However, it seems almost impossible to get this mouse to do what I want..

When I try to scroll, I notice that it will try to scroll 1 Line at a time, and only in 1 direction.

I'm very confused on how to get the mouse to be useful outside of a 3D modeling application. I'm not using it for one specific application. I would also like to use it for Google Chrome and other reading documents. However, I'm having a lot of difficulty using this Space Mouse outside of a 3D Modeling software.

Can someone please assist me in figuring out how to properly configure the Axes to fully scroll without issues?
