I am experiencing the exact same thing. It is like the switch to allow 3D translations is being ignored.

My SpaceNavigator works perfectly in 2007, but the 3D functionality does not in 2008. It pans and zooms but does not invoke the 3D motions. Is there a toggle that I am missing somewhere? :P I had a legacy version of the Microstation mdl from 2004, loaded it with and withsome hoops, my new navigator ...
