Using a Navigator on Win 8.1 (64bit) with the latest 10. something 3D connexion drivers (June 2015.) Dual screens, Asus Strix R9 390x. i7 5820@3.3 16GB DDR4 All the other applications in the home screen work fine but Properties will not open either from the home panel or separately.
