Properties does not open in 10.x

Using a Navigator on Win 8.1 (64bit) with the latest 10. something 3D connexion drivers (June 2015.)
Dual screens, Asus Strix R9 390x. i7 [email protected] 16GB DDR4

All the other applications in the home screen work fine but Properties will not open either from the home panel or separately.

I have reloaded 'fixing' then full, then deleted all and re-loaded full. Nothing has fixed this so far.

Use in SketchUp is fine except that the object continually moves. Use elsewhere including in Photoshop seems OK.

Any ideas?

I should have added..
Logitech G9x mouse and G19 keyboard (plus G35 headset)
Gigabyte x99 UD4 motherboard.
Video card and interface componoents all with latest drivers. Bios are early 2015
