I have already tried to work this out with support (3DCX-20150210-0024). No resolution. We worked through these typical steps and then the contact just stopped with no answer. I have tried the same as you to disable it. I keep getting the same issues over and over. I am suspecting the A/V is not actually disabling itself.

Out of curiosity are you using Symantec for virus scanning protection? I have been having the same issue for quite some time. I can install on a VM image on the same computer but not on the host machine. I am trying to investigate if (even after disabling the V/S software) that is causing the issues.
