It's the device.
I've went ahead and tested the board below the mouse which accepts all inputs and outputs.
Moving around the mouse I can measure data coming in too, the problem seems to lie between the connector of the knob and the board, I'm going to have a look at that but I think I can fix this.

Why not downgrade Windows 11 to Windows 10? If your Windows operating system licence is a retail FPP(Full Packaged Product). Well considering the lack of replies it's probably not an easy fix.
I have phoned up an electronics expert in my vicinity and he told me he's going to try and open it up and clean the sensors by taking away the solder from the springs.
