has someone experience with MicroStation (V 8.9 & 8.11 ) and the SpacePilot

Microstation is no longer (officially) supported.
You can download a plugin from our Archive section.

Go to our download page (or click here), select your device and then the "Archive" category.

Who can update this driver?
Is this a job for Bentley or will logitech do this

I'd suggest contacting Bentley to let them know your interest in using your device with there application.
