App Specific Button Settings Not Saving

Hi!

I'm trying to save button settings on my wireless mouse. I open up the mouse settings and make sure Application Specific Settings is toggled. However, if I change settings for one application, it changes my settings for other applications unless they're using global settings. How do I get it to save to the app?

This is on Lightroom and Sketchup.
