I've installed and re-installed the drivers a few times but I can never get the pop up menu to appear in 3dsmax 2013 x64

As long as the navigation works in 3DsMax the add-in is installed. The button that opens the popup menu depends on which device you are using. On the Space MousePro or Space PilotPRO it is the 'Menu' button ,on the SpaceExplorer or SpacePilot it is the 'Panel' button and on the SpaceNavigator it is the left button.
With a model open in 3DsMax, if you are not seeing the popup menu when you press the device button, the button may have been re-mapped. You can check what the button is mapped to on the 3Dconnexion Properties Button Mapping tab. You can choose 'PopUp' or 'Application panel' from the drop-down list or use Options-Restore All Defaults to return to the original button mappings for 3DsMax.
