O.K. guys I did the following things.
In response to your previous question:There was no other hardware on or attached to the monitor hub. The hub goes directly to the P.C.
I removed all the addins except 3DxWare.
The ones I was running where
Plug-in for Acrobat 3d & Add-In for Solid Edge
No noticeable changes (Keep in mind that it works fine after the usb port switch)
I got info on the monitor it was plugged into.
Click here Go to the PDF file its in english
I also changed back to my old port on the monitor with the drivers removed.
To my surprise everything works fine now

I will reboot and test again

Situtation:
Device plugged in to monitor port.
only 3Dx driver installed
Everything works fine.
Next step
Will try and reinstall Solid Edge Add-in

I still have my device plugged into the monitor hub

I have reinstalled the acrobat plug-in
And now I have
Reproduced my problem
The LCD is refreshing slower. However not as slow as when I had the first problem but it is still noticeable
I will see if removing the plug-in solves my troubles.

Removed the acrobat plug-in
My problem is gone now. So it seems the acrobat plug-in is suspect.
Just to thorough I also changed my port connection of the device.
I am not sure be it seems to refresh a little slower when I switch to a another USB P.C. port.
Could this mean that the device has a "memory" to which port is was installed on first?
I will stop testing for moment.
