Pan (up/down) is not working in 3DS Max?

Anyone know how to get the up/down/sideways pans to work with 3D Studio Max 9? I just installed it for a SpaceNavigator and all the directions are working except for the up/down and the right/left. I have checked the control panels and the preferences, and I did get it to work on my previous machine with almost exactly the same setup.

Figured it out in case anyone else is having the same problem.

The units were messed up in the file, so it was actually moving, it was just so small of a movement that I could not see any change.

Reset the system and files units and it is working fine now.
