Can't edit settings for application because "focus" is lost

Dug out my old SpaceNavigator. Works great with Rhino8, BambuStudio, and in all the training.

I'm trying to make my dream of playing a 6DOF game with a space mouse a reality. I installed SubLevel Zero. Started mapping axes. First axis works (pitch). None of the rest do. So I pulled up the 3DConnexion settings, and made my game window less than full screen.

With the game window active, I can look over and see that only the 4th axis is enabled. However, as soon as I try to alt-tab back to the advanced settings window, the game is obviously no longer the active window and the settings application changes to "Desktop".

Is there a way to just force global settings?

Surprsingly in my AppData\Roaming\3Dconnexion\3DxWare\Cfg directior, there are only 3 files: Explorer_Background, Global, and UserInfo. Shouldn't I see configurations for a bunch of other applications?
