Creo/Pro e 5.0 Rotation issues

I can' get the rotation speed slow enough to be useful. It's the same minimum rotation speed no matter where the speed is set. As I lower the speed setting the dead band(threshold) increases to the point I have to make the max movement to get it to move.

It's not just rotation, it's the same way on any movement. I have it set at the slowest speed and nothing happens until I'm almost out o travel on the controller. If it's set at max speed I barely have to touch it.

Reverted to previous version 3.15.6 and it fixed the problem.
